Post Evaluation Method For Hydrothermal Heating Project
Hydrothermal heating projects generally use geothermal resources in 200-3000 deep groundwater for building heating, which has the characteristics of green and low carbon or no carbon. Compared with coal-fired heating, it can reduce a lot of CO2 and N、 S pollutants. Large-scale hydrothermal heating can replace a lot of fossil fuels and play an important role in energy conservation and emission reduction as well as the realization of China's dual carbon goals. Compared with coal and natural gas heating, geothermal heating projects are characterized by large initial investment and long recovery cycle. The economy of the project has always been the key issue to determine whether the project can start normally and run stably in the long term, which has restricted the further development of the industry. At the same time, whether geothermal water can be effectively reinjected without polluting the environment by tail water discharge also determines the possibility of normal development of the project. China has more than 100 million square meters of geothermal heating area, with a large number of geothermal heating projects. A correct assessment of the degree of target realization of these projects and a summary of experience and lessons can provide reference for the construction and operation of subsequent projects, and is of great significance to the mid - and long-term development and planning and deployment of China's geothermal industry. The post evaluation of geothermal heating project, is based on the actual situation of project operation and data, adhering to the principle of objective, fair, scientific and independent work。The post evaluation of geothermal heating project comprehensively summarizes whether the project objectives are achieved, which provides a basis for improving the scientific level of project investment management and decision-making, optimizing the project investment plan of enterprise development planning and adjusting investment policies. The technical basis of the evaluation includes relevant laws, regulations and policies, industry norms and standards, project approval documents and their approval documents, project start-up contract documents, original materials provided by the project builder, etc. The evaluation methods include multi-angle comparison, data comparison, compliance inspection, questionnaire survey, telephone consultation, on-site investigation, etc. The main evaluation indexes can be divided into 7 items, including the degree of target realization, preliminary work,geothermal reservoir engineering,ground engineering (heat exchange station and pipe network), production and operation management,investment and economic benefits, impact and sustainability, and further decomposed into 29 items. Using the combination of index decomposition and expert scoring method, the scoring results are weighted and averaged, and multiple projects can be ranked by scoring. Eight geothermal heating projects located in eastern China were evaluated, scored and queued by the above methods, with 1 excellent, 2 good and 5 qualified.
